The way I read the sign is obvious to me, "No vehicles except access"
That to me means no vehicle along the said road UNLESS you require, have need to have access to properties in said road.
The "except access" is stating to me that no one is entitled to enter, drive along, or exit that road unless they have "business" at any of the properties in that road.
The "except access" does not imply "to take short cut and save me driving miles"
Of course there will be those that if or when stopped would claim to have been visiting "number 12, but they weren't in".
Of course the police will not be to bothered unless they are playing Starsky and Hutch and chasing a car at high speed along the road.
If the local planning commitee and all its bigwigs decided in conjunction with local police advice that this road should be used only by those that have a need to access properties then it should be up to the same council and commitee to enforce this. For the council and police to freely admit they must wait for a number of serious accidents/injuries before they will do anything, is a very sad endictment on what one has to go through before action is taken and also sums the stupidity of those that run the country and counties.
What would happen for example if a plank of wood was left in the road, with nails sticking out. A rouge car drove down, burst all his tyres, who is he going to complain to? The police, council? If so either would have to ask the rouge driver what was his purpose in the said road. If he couldn't prove and justify why he was in the said road, then am sure the police and council will just say hard luck, or prosecute for flagrantly disobeying a road sign.
Hypothetically, if I owned the house at one end and left my car in the road, thus blocking it and a car came along wanting to pass, but I knew the driver was simply taking a short cut and I refused to move, what could the driver do? If he called the police would he not have to explain why he was in the road?
