Ok I found out what was wrong with the fuel lock and I though I would share it.

Took the lock apart, very easy if you have torex set, The picture kind of explains everything, the cog wheel is plastic .....so two if the prongs in the plastic cog wheel had broken, since it was a enclosed box, the two plastic pieces were also in the lock, was able to super glue them back on the lock is working now. If it gets locked in the closed position, the bit circled in red is visible if you open the panel to access your back lights in the boot, just pull it back and forth will operate the lock manually.
