Update...

After a case of beer and approximately £90.00 for the tool, I finally managed to convince a Volvo mechanic to order the tool for "his" workshop, as Volvo steadfastly refused to sell it to me...

For what it's worth - he told me that in his workshop they just use compressed air blown into the diesel tank (with a rag wound around the air pipe to block the rest of the diesel tank filler opening) to bleed the system when they change the diesel filter. This does require two people to do the work, though, as one person must use the compressed air pipe whilst the other person bleeds the system.
