Happens with both wheels on my 52 plate V70 D5 after I wash it, if I don't use it immediately and leave the hand brake on afterwards. I think the handbrake shoes are getting wet from the pressure washer and light overnight corrosion sticks them to the drum/disk. Rocking always clears the seizure, albeit with an unerving bang! Nevertheless it is worrying that the shoes may eventually come unstuck with expensive conequences. I'm due a rear disk/pad change so will take the opportunity to check/relace the shoes at the same time. Meanwhile, no more pressure washing the back wheels I think!
