I don't know whether all 700/900s have these ventilation hatches. I'm not sure whether the water was getting in because the hatch was broken (spring pinged off) or the rubber seal was bad. It has been fine since replacement though.
These are the bits I mentioned I think. The water runs down the side of the A panel behind the front wings. If they have been removed at some time the might be damaged. I broke a clip on my one. I replaced it with a good one and sealed it back in as well to be sure.

So you did; I had only skimmed through this thread. I remember that I used to hear a flapping sound on occasions, which was caused by a draught down the wing closing one of the vent hatches (strange). As the spring had pinged off the hatch wouldn't stay closed. I imagine that the spring was somehow broken by the driver accidentally kicking the plastic lever (possibly).
Similar to you, although the new hatch came with a new seal, I used plenty of gutter sealant to be sure!

Default Water in passenger footwell. Continued.

Finally solved this problem, it has taken some time and I had tried all the posted suggestions to no avail. Just lived with water in the passenger footwell and no carpet, One last effort and I observed water trickling under the door seal, about half way along the bottom, when raining. There is a thread here somewhere that I have now found that mentioned this. I lifted the door seal, pumped it with silicon and replaced it. DRY footwell at last. Have replaced carpet and trim.

On my '91 940, the vent is in the pass footwell, not driver's.
Driver's side (ie RH footwell in UK) has the ECU - no vent.
Yes had a leak in my vent too, reseated with sili sealer. Yes I also wondered why so drafty in the pass seat - dislodged spring led to flapping vent door!
