Default turbo fault

The story so far! I purchase my 2.4 diesel two weeks ago and noticed black smoke coming from the exhaust. I changed the oil and filters and also run redex through it, the problem continues but getting worse. I took it to my local garage who normally sorts anyting out and he said it could be a number of things but without replacing each item he was'nt sure and pointed me in the direction of another garage who advised me to take it to the dealer. I then called into the volvo dealer in oldham and a assistant said they would connect it to the dianostic machine for forty five pound so I booked it in for wednesday i have also had a quote for a new turbo 445.00 + vat , I also asked the assistant if the dianostic machine would pick that fault to which he replied it's a good machine! Question; will the dianostic machine give that sort of info, or am i throwing good money away. I must admit that each garage has definatly shyed away from the repair.
