You are wrong.

Vehicles constructed before 1 January 1973 are eligible for a free vehicle licence under "historic vehicle" legislation. This is due to the age of the vehicle and a presumption of limited mileage. Initially this was a rolling exemption applied to any vehicles over 25 years old, however the cutoff date was frozen in 1997.

As part of the Chancellor's Budget in 1998, exemption from Vehicle Excise Duty (VED) for vehicles over 25 years of age will be replaced by exemption for vehicles constructed before 1st January 1973.

Yep they decided not to roll the years on within months when they realised how many older cars where being brought out of mothballs.

Or, it was intended to be a perk for wealthy types with collections of vehicles that they only wanted to use a couple of times a year each - then it was realised that lots of hippies were still driving around in tatty old cars and wouldn't be paying any tax! (as was pointed out to me by a scruffy hippy who was the very happy owner of an even scruffier Lotus Cortina.)

Just signed it.

I thought the last government stopped the rolling exemption because they were a bunch of car / driver haters with an transport minister who had no driving licence.

Anyone who thinks this, or any other Government for that matter, is going to introduce this tax rebate for old cars in the present financial climate hasn't been paying attention.
There are two major problems with this petition.

One is that any tax free status is given grudgingly with major conditions attached, like mileage restrictions or that you may only use your old car a limited number of days in the year. That's what happens in some countries.

The other (far more likely) result is someone in the treasury will say, "What's this? Pre 73 cars don't pay ANY tax at all? We'll need to do something about that...."

This crops up quite regularly, and at a time of maximum tax take along with the Greenies' likely outcry at promoting the use of "filthy polluting old cars", it's not going to happen.

Signed, although I would've preferred it if it'd been 25 years still... ;)

Its unlikely the majority of the cars would be used on a daily basis anyway and I've seen it mentioned in numerous places that its actually more environmentally friendly to keep older cars on the road rather than manufacturing new ones. Still its not like the government acknowlege this with shenanigans such as the scrappage scheme! Plus more (20%) VAT to be made on new cars...
