Volvo seemed to think it was the steering wheel module that was causing wiper issue and that when they ran a test it was showing issue with steering wheel module. They removed the error code and reset it but said if it continues then the module would need replacing.

It's not just on start up, it will just do it randomly when I'm driving with no rain sensor or wiper activated.
