'98 V40 T4 - high idle, EFI-254

When I start the engine, rpm revs to 3k and then fall down and fluctuate between about 1200 and 1700 rpm. Only code what I get (FCR diag) is EFI-254, probably relay terminal 3 short to ground. Diag also shows that the ECM stays in open-loop and don´t react to O2 sensor. Any hints please?

Sticking Idle Air Control Valve. When was it last cleaned/serviced? Also clean the throttle body and the butterfly valve as it may not be shutting 100% due to a build up of carbon deposits.
