Who orgainses the BKV's??

As above.

Who would I need to speak to and what needs to be applied for regarding a BKV for Ireland??

The National BVK is organised by Nigel Ayling and Jaki Ragg.

Jaki is also the person to contact if you'd like to set up a Club "section" in NI, then you can arrange your own events.
