I have a issue where my Volvo S40 1.9 diesel cuts out while driving the only code that shows up is code 00fd31. Can anyone help with this?

You could try unplugging the CEM and cleaning the contacts with electrical contact cleaner.
Failing that, you'll need a proper code reader that produces valid codes we can work with.

What method did you use to acquire this code? This is just a 3 byte hex data piece that doesn't say much. Diagnostic Trouble Codes have a different format.
