Steering column movement

I can move my steering column left and right a little. I've managed to get out the one shear bolt and replaced with a hex. But it still moves.

There are these spacers in it.

Is the movement likely to be due to these. If so is it normal on these cars or a result of age?

Thanks

Do you mean the column outer casing is loose where it attaches to the dashboard, or that the inner shaft moves inside the casing, perhaps at the bearings?

The outer column casing.

There are 2 plastic pieces like the picture, they slide into a cut out in dash support. The 2 shear bolts go through the dash support, the plastic spacers then into the steering column.
I can shift the steering wheel left and right slightly, I can see the column casing moving even though bolts are very tight.

I was wondering if the plastic pieces wear and need replacing after so many years. Or if that movement is standard on all 240's

Ok I may have got it.

The steering column goes through the light coloured alloy, the alloy is bolted to the dash frame with those plastic spacers inbetween.
The spacers weren't actually fully foward into the dash. So I bolted it up loosely and then hammered the alloy up towards the steering wheel. This took the spacers up with it and has greatly reduced the movement. Some is still there but I don't think I can get better with a 13mm head bolt holding it together. Might have to change it for a hex or torx bolt, as the socket catches on dash frame with the 13mm. Other side shear bolt I can't get out currently.
