Last year I was out with a former friend in a C30 T5 (around 400 hp!) and he had some rather cheap tyres fitted. I've got good Kumhos (not cheap!).
We drove around some rather tight bends. He was sliding around everywhere, where as I had grip without end. The roads were slightly damp but not wet. When dry, his tyres pull you forwards. When slightly damp: useless.
As you don't get a 365 day sunshine period, a damp road is more common...
