Depends very much on where you buy them from, there are a lot tyre sellers who don't have any tyre fitting qualifications of experinace, will not check the tyres,don't have decent well maintaned fitting kit, won't stamp them and won't even balance the wheels let alone torgue the wheel nuts correctly. although this can also be true of some so called specialist
Buying used tyres can be a false saving, tyres under 3 mm are upto 80% less effective than new ones and the last couple of mm will wear quickly.

Fitting used/ part worn tyres will not in itself invalidate your insurance but having the wrong spec or damaged tyres could.
