I had similar problems although my car never failed an MOT. Yes I agree with you that the couple of washers will push forward the lock stoppers but you certainly will need a lot more space to turn and parking will be a particularly lengthy and difficult task to do.
I sorted out the problem with a 5mm spacer which I glued with contact glue to the inner part of the wheel in the appropriate place on each of the front wheels. I also removed the M6x16 bolt that you can see in the front of the disc to give me the chance of fixing the wheel back to the car without having to be in a particular position where this little almost useless bolt is.
No more problems since and the turning went back to the former glory. Not great in Volvo anyway but at least not making it worst.
If the problem of grabbing persist just add a new spacer of 3mm on each side.
