Thanks for the advice.

I'd already removed the panel, and found an inner and outer panel between which I could get the flat of a hand. Only to find some sort of plastic moulding.
This seemed to shield the flap area and a pair of wires passed through it.

I found a screw and a bolt which I loosened, and then 'jiggled' the plastic moulding. I checked the flap operation and it was working again. Carefully tightened screw & bolt, then replaced boot lining etc checking the flap operation as I went along.

So hardly a definitive 'fix', but worked for me.
