Correct. With the bulb removed you would get 12v at the socket. If you get 0v this suggests a wiring issue somewhere. Buying a CEM will not fix the problem if it is a shorted or burnt out wire. The fix for this will be an auto electrician if you are unable to solder. Make sure to point them towards the loom under the radiator.
