Umm, did you check the fuel filter and priming bulb and does it turn over when the battery is jumped.

When a cold 1.9D does not start, the normal routine is to check it is turning over fast enough, which often involves using a jump start. The next subject is fuel supply. That means check the tank contents, fuel filter, seals and prime as per the owners handbook with the priming bulb.
If that fails, then it's error code time, as no codes will show for fuel supply issues until after the injection pump.
