The integrated phone and the on call system are two separate systems.
A car can have one, the other, or both fitted.

Do you have all the phone components fitted:
1. The audio system with the PHONE button and the keypad with ABC DEF GHI etc
2. The handset and curly cord
3. The microphone in the roof lamp console (remove lamp console to check)
4. The steering wheel with phone buttons

I'm wondering if your audio system was replaced with another one which has the phone buttons but your car has no phone fitted.....

On my car, pressing the PHONE button turns it on. With no SIM, it tells you a SIM card is required. With a SIM, you can then make calls and scroll the menu etc.
