I don't think it really serves any purpose (assuming it's in series with the feed from the lower lights to the upper unit). In the unlikely event of one of the sets of LED lamps going short circuit it would blow the existing fused supply that is feeding it at the time. On the other hand, the mod can be reversed by just pulling the fuse.
