Volvo shoes and pads with Brembo discs. For some odd reason the top of the shoe was hanging away from the backplate. I blamed the adjusters as the original ones have long slots on them that keep the shoes straight and flat/parallel against the backplate. Problem solved when I put the original "adjuster" back on. The handbrake has been great since then and the conclusion is you really don't need the adjusters.
