No, actually, they are quite strong and quite well fitted on the car, so it is very unikely that people lost them on the road. Unless if someone went over big rocks and messed them up, but that would also destroy the exhaust and everything else under there.
The type of plastic they use for the sideskirts and the Phase 1 (1996-2000) front spoiler is a flexible plastic that does not go brittle over the years and it can take quite a few knocks without cracking really. The Phase 2 (2000-2004) front splitter on the other hand is a bit more brittle and will crack if it knocks something.
Not sure why quite a few cars in Poland do not have the sideskirts. Maybe it is a trend that someone started and people started removing them....lol. Not sure. As I said, every single S/V40 I have seen in England, France, Sweden and Greece, had sideskirts
And finally, I am 100% sure that your car will have those square holes under there, as they were standard on every single S/V40
