The dimming action on mine is very subtle, although I believe it to be working and I've no complaints.

My rear view vision in daylight is clear, just as though it was a slightly tinted conventional mirror. It sounds as though your's is defective?

I've never seen an adjustment for it, despite spending a lot of time playing with the vehicle settings.
