Rear wiper
There is a quick fix for this. Remove the complete arm and look where the arm pivots. You will see there is a slight 'bulge' that acts as a stop, carefully grind/file this 'stop' away a bit at a time so it allows the arm to go a bit further towards the window. You will now find it wipes right to the top.
