Yes, mine does that, but as Derek says I think it's the non-return valve that is either missing or leaking back, so it has to fill the whole line every time I press the button. I really must get round to replacing it!

You're right though, this could also be the case on the OP's car, well worth running it for a while to see if it eventually leaps into action.
