Its an aftermarket mirror glass stuck over the original cracked glass. The original has a plastic backing plate bonded to it which clips onto the mirror motor behind - these cheap stick-on ones just stick onto the original saving the cost of the backing plate. But I doubt the original heating element behind the original glass will be powerful enough to heat the stuck on one as well.

To get rid of it, no need to unstick the aftermarket one, just remove the two in situ, get your fingers behind the outer (right hand) edge and pull towards you and the blacking plate will release from the motor. Then disconnect the heating element wires. A replacement with backing plate is available on-line from Summit which are a well established brand - heated & non heated versions available. Or Volvo of course.
