If you have projector headlights then they're discharge lamps (assuming your car is not modified) - you will likely have "lux" spec car. The most likely cause is old lamps - change your bulbs - at end of life the light output can be as little as 20% that when new.

www.powerbulbs.com sell branded lamps and have a compatibility checker on their website.

The high beam will be okay as there is an additional halogen lamp for that - but the high beam will likely also be improved with new lamps.
