The bottom swivel pin is at 90 degrees to the inner frame. The outer frame should run parallel to the inner chrome frame.
20 years ago I had to weld and repair the outer frames and build up the corroded bottom swivel pins, as new frames were non existent. It may be a better option for you to locate a good complete item.
