Those numbers look a bit (very) high, how are you testing ? The earth of your meter should be to the body of the car not the -'ve terminal of the battery.

Depending how soon you check the voltage after switching the engine off it should be no lower than 12.6v for a battery in top condition, it may be higher if tested immediately after switching off. Below 12v and it should be replaced.
With engine running 14.4/5v would be normal, certainly not 19+v that looks very wrong.
