Easy way to check if the relay is the problem is to open it up and operate the contacts by hand.
If you decide the pump is faulty it may pay to extract the unit from the tank and have a look at the rubber connecting pipes as these can split and cause the problems your having.
I'd think a pump only fix would save you a lot of money.
