Sounds to me that as it's only the one window that the door card will have to come off,once that's done check to see if power is getting to the motor,or a quick visual inspection may reveal a cause.If no immediate cause is seen and power is getting to the motor then either the motor likely to be burnt out or mechanism seized which in the case of the latter you might be able to free it off.
