With regard to the stranded locking wheel bolts - I've got a few off in the past by welding a 1/2" socket set extension bar to the bolt and then undoing it. I quickly cool the weld by carefully adding a small amount of water and then immediately try to unscrew it - I think the temporary heating helps.
