When you turn the ignition on, the relay turns on for 1 second. Whether it's a side-effect, I don't know, but I would imagine it's a pretty welcomed side-effect to pressurise the system.
Fuel accumulater doesn't have anything to do with it.

No that is one of the functions of the green relay to prime the system ..That is why it has a 15 terminal on it .... The accumulator is only certified to hold pressure for a minimum of 20 minutes after shut off.
