Well, but that doesn't really have anything to do with TMC versus RTTI. These two channels are just different methods to provide your navigation device with traffic related information.
Then it's up to the navigation system to figure out if it should just update the ETA, or try to find an alternate route for you. In the latter case, then of course a strictly greedy algorithm may consider the ramps to move faster than the actual highway.
I remember from the time when I did software testing for Garmin, that they had to write a special condition in the routing algorithms, to prevent them from trying to optimise by doing what you describe. If the exit is in a curve on the highway, the route up the exit and down the entry may be shorter, even when there's no traffic information available.
