Could be due to other sensors in the engine. My S40 used to do this due to a dodgy MAP sensor. You had to turn off the engine, wiggle the cable, turn it on and then it was fine again for a while. Eventually I got around to changing the cable properly.
Best to check any stored codes on the car as you might have a similar issue. Cruise is actually quite fussy on Volvos.
