My previous post was inaccurate, but I can no longer edit it to correct it.
Looking at TORQ today on my 2008 2.4D 163 the units were PSI, not inches Hg.
The screen shot was misleading - I think I somehow changed the units on the display in the app before I took the screenshot, but the maximum reading carat stayed where it was.
That said my car turbo is playing up (again), so I wouldn't take it as read that 23psi is what it should be, but it is the max boost that it is governing to.
