Air in the fuel line will cause this , have they done any other work than look for fault codes ? just go back and insist , and enclose that large letter above you wrote that explains it pretty clearly .
And volvos will get more economical the older they are , especialy around the first service or just after , they it continues to get better with age at a slower rate , thats always been the case with volvos ..
