Is it worth unplugging the sensor whilst you are monitoring it just to prove the value changes, to prove you have the correct sensor on the engine.
If it is the correct sensor and the reading is incorrect could there be a wiring issue? Bad connection,damage to cable etc etc.
Can the sensor be plugged in whilst out of the engine to dip it in boiling water to check it follows correctly.?
Try it with the old sensor first to save removing the new one?
Some systems are designed to give a definite low reading to show they have failed or are out of tolerance.. is it a genuine sensor or after market?
