The suggestion that one may claim that the main driver was driving instead is no different to allowing an uninsured person drive the car today, then claim that it was an insured party driving should an accident take place.

Ultimately, insuring someone under 25 with red key access would be a question of trust, the same as it is when insuring a single person to drive the vehicle and believing that they won't lend it to someone else and claim the insured was driving should an accident occur.
If the underwriters don't want to accept an under-25 with red key access that's fine - it's their prerogative and the terms they specify need to be adhered to or declined through taking your business elsewhere; I do, however, wonder what the point of Volvo developing a red key is if insurers don't recognise its capability and underwrite accordingly..
