Had this issue with newly fitted (non Volvo) brake shoes to a V70 D5 2001 MY.

Checked and tried everything (and I mean everything) to no avail.

Swopped out to Volvo original parts (shoes) and problem cured. handbrake immediately worked VERY well and continues to do so.

Make what you will of the above.

I suggest anyone goes back to the beginning with a sound foundation.
