How do you measure what you consider an engine running overly hot?

Eg the other day I ran the car at 1500rpm for 15mins while doing an oil flush and the outside temperature was about 22 to 24c.
After the above the oil filler cap was quite hot to the touch ie it was almost burning my hand.
Is that too hot?
This was before I fitted the undertray and with the hood open and the front of the car jacked up.
