DVLA never did 'routinely' give individuals details of current registered owners - only to authorities and parking companies! who would be chasing owners with fines. Another 'exception' was if you claimed a vehicle had damaged yours, but such applications must be legitimate.
You may be confusing a service they offered to the current registered keeper (for a £5 charge) whereby they would give you full details of previous keepers. This service has now been discontinued.
There was a brief (very brief) period when they showed details of the MOT testing station on an online MOT history check on the vehicle. During that period, you would of course know roughly where the vehicle was. This was quickly substituted with 'Details temporarily unavailable'.
As I understand it, this information is again available, but only if you have a reference number off the V5 - so that information is available only to registered owner.
