Ian, i would suspect BET is included in new testers training but......................
........................ the chances are the lecturer/instructor will say something along the lines of "This is BET testing, you'll hardly ever need it and it's only for cars registered before 1992".
In other words, the default instruction is that before 1992, BET test and after 1992, cat test.
No mention of the "Transition Period" as the instructor will likely say "you'll never need that".
In other words, here it is but forget about it. Also worth remembering MoT testers do countless test throughout the year and most 1992-on cars will be capable of passing the cat test. Therefore it's easily forgotten there are models that fall into the transition period andare exempt from the cat test as a result.
This is only guesswork on my part from my own experience when i was taught something during my apprenticeship and the instructor/lecturer has said "This is xxxx but you'll never need it in practice" and i've stored it away in my memory for the exam then promptly forgotten about it soon after. Some years down the line i've had cause to need said bit of information and i can barely remember it!
