Fan should be noisy when engine gets hot. Should sound like a bus when the clutch engages and the fan spins at engine speed. The rest of the time it spins, but the fluid clutch slips it so it rotates slower than engine speed and puts less drag on the engine.
If your cooling fan clutch is kaka, the fan still spins but doesn't engage at high temperatures to give the cooling boost needed.
