The front one is bolted to the body via rubber D bushes so not exactly solidly. The rear one is bolted in two places to each trailing arm so helps to prevent them from moving independently in other wors, counteracts roll.
In other words, it does nothing to stiffen the back axle, just helps prevent the body roll. The thicker it is, the greater the resistance to twisting along its length and therefore the greater the resistance to the trailing arms moving independently and less body roll.
