The 2.3 is much better suited to the car and gives better economy, insurance isn't wildly different (if at all) and i'd hazard a guess the 960 3.0 probably isn't much different on insurance either. Unless you do a lot of town driving, the 3.0 won't be that different on fuel either, probably better on a run than the 2.0.
I really only do town driving with most being 30 mile round trip, it appears that the hole is a rubber hose pipe, i have photo from seller,
