There is a high degree of disconnect here.

The limit (set by the government, possibly many years ago and based on the safety factors of vehicles and roads of the day) IS the limit, ie the maximum, allowed by law. Drive like a prat or drive like a professional that limit remains! If you are stuck behind a slow moving vehicle then you wait until it is safe to overtake, pass and go about your business. However, if you are behind a vehicle that doesn't quite hit the LIMIT, you break the speed limit and overtake and YOU break the law, like it or not! You do not qualify for an exemption because someone else was going slower. Frequently you may have no idea what is ahead of a large vehicle, you do not know when someone else that thinks exactly like you might come speeding towards you because they were behind someone going slowly and they had to get to their destination 5 minutes earlier than anyone else, just like you.

Whether we like it or not the laws are already in place. If some random jobsworth reports you for speeding, don't be surprised. If you run a red light just because there is no one around and you get reported, don't be surprised.

It is a trite and over simplistic message, but, don't break the law, relax and enjoy the ride, you'll feel much better for it!
