Volvo's Start / Stop system can only be switched off from the Sensus screen and only remains off until you switch of the engine, when you restart it is activated again.
Volvo claim it is due to the emissions legislation.
One way to "turn it off" is to do a number of short journeys - the Volvo charging system is so poor it cannot keep the battery charged to such a level as to allow the S/S system to function
