No there is always a separate earth in one of the plugs for safety..
Be very very careful doing live tests , you don't want the air bags to go off in there . It is a VERY violent affair which could kill you if it throws you across the car . The volvo special tool break out box takes the testing points outside the car for live tests .
yes it needs to be plugged in for network tests .
the signals communicate both ways !
