Maybe the inner drum linings of the handbrake have rusted and there is rust build up meaning the shoes are not not clear of the drum

Easy for you to test: jack the rear of the car up and turn the wheels.
If one wheel is turning less easily than the other then it is handbrake rubbing for sure. Then you need to remove the brake drum to see what is happening.
